* Resource allocation can be

* In router-based scheme, routers

resources.

to end host on the amount of traffic it can generate and send.
* In host-based scheme, end hosts
have primary responsibility for congestion control.
* The end host observes the
network conditions and adjusts their behavior, such as throughput, delay and
packet losses and adjust rate at which they generate and send packets.
